Peel and finely chop half of the onion and grate the rest. Pick the leaves from the herb mix and finely chop. In a large bowl mix the grated onion half with the crushed garlic clove, the beef mince, half of the chopped herbs and some black pepper. Once the mixture is well combined, mould it into roughly 5 small meatballs per person.
Heat a non-stick frying pan over a medium heat and in batches, fry the meatballs so that they are browned all over (they do not need to be cooked through at this point). Set aside on a plate.
In the same pan, heat the vegetable oil and add the remaining chopped onion. Sweat for 5 minutes until softened and then stir through the remaining crushed garlic and herbs. Cook for a further minute and then add the chopped tomatoes along with 200ml water (if cooking for 4). Simmer for 10 minutes or until the sauce has thickened and reduced.
Meanwhile cook the fusilli for 5 minutes in boiling water (keeping it very al dente as will be cooked further in the oven). Preheat the oven to 180C.
Stir the meatballs into the tomato sauce, adding a splash of the pasta water if it is too thick and bring back up to a simmer. Drain the pasta and tip into an oven proof dish, pour over the sauce and meatballs and mix well. Tear up the mozzarella and scatter over the top. Bake in the oven for 15-20 minutes until the cheese is melted, golden and bubbling.
