Heat the vegetable oil in a large pan over a medium heat. Add the beef mince to the pan and break it up as it begins to brown.
Once the beef is nicely coloured, add the contents of the chilli con carne sachet and stir into the beef followed by the tomatoes, kidney beans and 125ml of water (if cooking for 4). Bring the pan to the boil and then reduce to a simmer for about 30 minutes or until the beef is tender and the sauce has thickened.
In the meantime, cook the rice. Rinse the rice in a sieve under a cold tap, to release the starch. Add the rice to a medium sized saucepan and fill with cold water to come 1 cm above the surface of the rice. Cover the pan with a lid and gently bring to a simmer. Cook the rice for about 10 minutes or until the water has been absorbed.
Serve the rice into bowls and top with the hot chilli con carne.
